Soutine is set to make her appearance in Genshin Impact when Fontaine is officially added to the game. Most can be had early, so there's no time like the present to make a start.
If you want to start farming for Soutine before Fontaine drops, you can get a headstart and farm important resources like Mora, XP books, and Varunada Lazurite that are readily available to farm. Here is a breakdown of all the resources you need for Soutine.

There is little official information about which Fontaine specialties or boss materials Soutine will require if you want to level her up.
She'll most likely require materials that are available only in Fontaine, so you might want to save some of your Fragile Resin leading up to Fontaine’s release to farm for her as soon as the new region drops.
If you want to level her all the way to 90 and triple crown her, we know you'll at least need need 4.2 million Mora and around 421 Hero’s Wit
Crown of Insight are not easy to come by, so you might want to hold off on triple crowning her until you're certain you really like her kit. Leaving her ascended at level 80 will also save you a lot of Mora and XP Books. It's the last 10 levels that require the most.

You can see the leveling costs for Soutine’s talents in the chart table above. The enemy drops and boss materials you will need are unlikely to be available before Fontaine drops, so don't expect to pre-farm for her anytime soon.
Where to farm Soutine materials
Varunada Lazurite
Varunada Lazurite is required to level up all Hydro characters, so we're certain you'll want to gather some up early for Soutine. You can farm it by killing any Hydro boss like the Hydro Hypostasis or the Oceanid.
You can start farming Mora and XP books from Leylines but you should hold off on farming for any other resources until official information is available regarding Soutine’s ascension materials.
